Montgomery GI Bill Recipients


For First-Time Claimants

If you have never used your VA education benefits before, here are the forms you will need to establish a record in your college’s VA Office:
  1. ECC VA Checklist for Students
  2. Certificate of Understanding
  3. Certification Request and Tracking Form
  4. VA Application— signed confirmation page from the Veterans On-line Application Web site (VONAPP)
    • Use VA Application 22-1990 if you were on active duty or a reservist, or VA 22-5490 if you are a dependent.
  5. Official Degree Plan - Certifications will be done once the transcripts have been evaluated and the official degree plan has been received from the Administrations Office or a parent letter has been received from your main college / university. The degree plan request form is currently available in the Admissions and FA/VA Offices. Transcripts must be turned in to the Admissions Office. Click here For Degree Plan Request Form. For new DCCCD students, new Degree plans will not be printed to 2 weeks after school starts.
  6. Please submit a copy of your Certificate of Eligibility to our office once you have received it in the mail from the VA Regional Office.
Registration Summary - (eConnect - login required) — This is submitted every semester in which you want to claim your education benefits.

I am a transfer student who has used my VA educational benefits at another school.

If you are a transfer student and you have used your VA education benefits at another college or university, here are the forms you will need to establish a record with your DCCCD College’s VA Office:
  1. ECC VA Checklist for Students
  2. Certificate of Understanding
  3. Certification Request and Tracking Form
  4. VA Application — signed confirmation page from the Veterans On-line Application Web site (VONAPP)
    • Use VA Application 22-1995 if you were on active duty or a reservist, or VA 22-5495 if you are a dependent.
  5. Tuition Account Summary (eConnect - login required) — This is submitted every semester in which you want to claim your education benefits.
  6. Official Degree Plan - Certifications will be done once the transcripts have been evaluated and the official degree plan has been received from the Administrations Office or a parent letter has been received from your main college / university. I am a continuing VA student who needs to be re-certified for the next term.

  1. Certification Request and Tracking Form
  2. Register receipt
  3. If you are changing or have change your degree plan, please submit the new official degree plan and notify Veterans Affairs representative.
  4. Update or confirm that the Admissions Office has your current information. Email address and phone number. Updates can be done on eConnect.

I am a Hazlewood student (a former Texas member of the U.S. Armed Forces).

Please note: Returning students- Do not need to resubmit their DD214 or Certificate of Eligibility for the GI Bill - unless there have been changes since last term on either one.

  2. HE-V application - Please read and follow the instructions given on the application. Pay special attention to the documents need with the application.
  3. DD214-Member’s four or long form which includes character of service.
  4. Print out of Hazlewood hours used https://www1.thecb.state.tx.us/apps/hsh/students
  5. If you served after 09/11/2001 or receiving CH 31 we need a Certificate of Eligibility or Benefits Letter from Department of Veterans Affairs.
  6. Register Receipt

I am an eligible dependent of a Hazlewood (Texas) veteran.

(Have a parent or is the spouse of a veteran of the U. S. Armed Forces, Texas National Guard, or Texas Air National Guard who died as a result of service-related injuries or illness, is missing in action, or became totally disabled for purposes of employability as a result of service-related injury or illness)

  3. DD214-Veteran’s Member four or long form which includes character of service.
  4. Print out of Hazlewood hours used https://www1.thecb.state.tx.us/apps/hsh/students
  5. Need Certificate of Eligibility or Benefits Letter from Department of Veterans Affairs.
  6. Birth Certificate or Marriage License to show dependency status to veteran.
  7. Register Receipt

I am an eligible dependent under the Transferability of Benefits Program (Hazlewood Legacy Program)

  7. If the service member has served since 09/11/2001 we would need a Certificate of Eligibility or Benefits Letter from the Department of Veterans Affairs.
